For an Australian exporter, the practical lesson is simple: the importer and licensed customs agent need a consistent data set before the cargo reaches Ghana.

Confirm the importer’s TIN and customs agent

Obtain the importing organisation’s exact legal name, GRA Taxpayer Identification Number, registered address and licensed customs-agent contact. Ghana Revenue Authority describes customs agents as intermediaries who handle procedures, documents and taxes between customs and importers.

An individual may use a Ghana Card PIN as a tax identifier in applicable circumstances, while organisations use their GRA TIN. Commercial freight should use the correct responsible entity. A purchasing contact or delivery driver cannot replace an importer authorised to approve the declaration and pay assessments.

Create one reliable ICUMS data set

The Unique Consignment Reference and declaration should connect to the same shipment shown on the invoice, packing list and transport record. Provide the importer and agent with final data early enough to check classification and permits before uplift.

Avoid late changes to quantity, value, origin or product description. Where a change is unavoidable, ask the agent whether the ICUMS record or supporting document must be amended rather than allowing mismatched information to travel.

Confirm the HS code and customs value

GRA provides an HS-code search, but the importer or agent remains best placed to confirm the Ghanaian tariff classification. Supply material, function, model, technical specifications and use. “Twelve moulded nylon guide rollers for a food conveyor” is more useful than “machine parts”.

Ghana applies tariff and tax treatment based on classification and customs value. GRA explains that import VAT uses a base including customs value, duty and other taxes. Current VAT reforms can combine VAT with statutory levies, while exemptions and product-specific treatment can alter the result. Obtain a current landed-cost assessment rather than quoting one broad percentage.

Prepare the commercial documents

The invoice should show seller, buyer, consignee, legal importer, TIN, date and number, detailed goods, quantity, unit and total value, currency, Incoterm, origin and confirmed classification. The packing list should identify each carton, crate or pallet, its contents and gross and net weight.

State whether the goods are for resale, production, demonstration, repair or temporary use. Samples and replacements still need a defensible value. If the product has serial or model numbers, include them consistently.

Check permits before the freight leaves Australia

Food, medicines, cosmetics, medical devices and related products can involve Ghana’s Food and Drugs Authority. Standards-controlled products can involve the Ghana Standards Authority. Plants, seeds, animal materials and agricultural goods can require specialist approvals or inspections.

The importer should confirm permit and conformity requirements against the final HS code and intended use. Batteries, liquids, chemicals, aerosols and other dangerous goods also require separate carrier acceptance and transport documentation.

Plan Accra, Tema and the domestic leg

Accra is the primary air-cargo and commercial centre. Tema is the principal seaport and industrial logistics area. Delivery to Kumasi, Takoradi, mining regions or northern Ghana adds a domestic leg that should be priced and scheduled explicitly.

Provide region, city or town, district, street or road, building or plot, GhanaPost GPS address where available and a working local phone number. For compounds and industrial sites, include landmarks, security procedures, appointments and unloading equipment.

Prepare freight for the chosen handling network

International courier may suit eligible documents and cartons. Air freight can suit larger, heavier or broker-managed shipments. Measure every finished piece and include pallet bases, wrapping and protrusions. Tell us whether a pallet is stackable and safely forkliftable.
