Brazilian clearance often fails for a simple reason before the tax calculation even begins: the receiver’s identity, product description or import route is incomplete. Receita Federal’s international-consignment guidance requires a valid CPF for an individual or CNPJ for a legal entity to be associated with the recipient. For commercial goods, the local business and its customs capability matter as much as the transport service.

Confirm CPF or CNPJ before collection
Ask the receiver for the exact legal name and the CPF or CNPJ that should appear in the shipment data. The number must belong to the intended recipient and be in regular status. A warehouse contact, purchasing officer or marketplace address should not be substituted for the entity responsible for the import.
For resale, industrial use or service activity, identify the Brazilian legal entity that will import. Receita Federal places specific conditions and limits on commercial goods cleared through international consignments, and licensed goods may need an ordinary import process instead. The importer should decide this with its customs adviser before dispatch.
Choose DIR, DSI or the ordinary import pathway
Postal and express operators can register a Declaração de Importação de Remessa, or DIR, for qualifying consignments. Receita Federal states that DIR can apply to eligible definitive imports within its value rules, including certain commercial consignments by legal entities. That does not make DIR suitable for every business shipment.
Depending on value, purpose, restrictions and the importer’s setup, a simplified declaration or an ordinary DI/Duimp process may be required. Formal commercial importing can involve Siscomex and importer habilitation. Do not send a pallet or production order on the assumption that an express carrier will convert it into a compliant import after arrival.
Classify goods in Brazil’s NCM
Brazil uses the Mercosur Common Nomenclature, known as NCM. It extends the six-digit Harmonized System code to eight digits. The Brazilian importer or broker should confirm the NCM because it drives the duty, taxes, administrative treatment and potential licence requirements.
Descriptions can be provided in Portuguese, English or Spanish under the express-consignment guidance, but clarity remains essential. Use product name, material, function, model, quantity, unit value and origin. “Six 24-volt electronic control modules for irrigation pumps” is stronger than “electronic parts”.
Prepare consistent commercial documents
The commercial invoice should show the Australian seller, Brazilian buyer and consignee, CPF or CNPJ, invoice number and date, Incoterm, currency, quantities, unit and total values, country of origin and detailed goods. Include freight and insurance values where required for customs valuation. A packing list should reconcile with every carton or pallet.
No-charge samples, warranty replacements and repairs still require a defensible value and purpose. Avoid zero-value invoices, “gift” descriptions for business stock and unexplained differences between the booking, invoice and packing list.
Allow for layered duties and taxes
Brazilian landed cost can include import duty, federal taxes and state ICMS, with the calculation depending on classification, customs value, destination and transaction. Special regimes and express-consignment rules can alter the result. A single generic percentage is not reliable enough for a commercial promise.
Ask the importer or broker for a landed-cost estimate based on the confirmed NCM and route. Keep carrier charges, customs assessment, brokerage, disbursements, licences, storage and final delivery separated unless the quotation explicitly combines them.
Check ANVISA, MAPA, ANATEL and other controls
Food, cosmetics, medicines, medical devices and health-related goods can involve ANVISA. Plants, seeds, animal products and agricultural materials can involve MAPA. Telecommunications or radio equipment can involve ANATEL. Other goods may require standards, environmental or military review.
Obtain approvals before freight departs. A carrier accepting a carton for transport does not confirm that the product may be imported. Likewise, a government licence does not guarantee carrier acceptance of dangerous goods.
Quote the final Brazilian CEP
São Paulo and Rio de Janeiro are major gateways, but Brazil’s scale makes the final address decisive. Brasília, Porto Alegre and Manaus involve different domestic legs, and remote municipalities can require extended-area delivery. Provide the eight-digit CEP, state abbreviation, municipality, neighbourhood, street, number, complement and a local contact.
For commercial premises, confirm receiving hours, security access, appointments and unloading equipment. For pallets, state whether both sites have a dock or forklift and whether ground-level tailgate handling is required.
