Chile can be an attractive market for qualifying Australian-origin goods because the Australia–Chile Free Trade Agreement is in force and both countries participate in the CPTPP. The benefit is not automatic. The importer needs the correct tariff classification, an origin rule that the goods satisfy and acceptable evidence when the declaration is made.

Confirm the importer and RUT
Obtain the Chilean importer’s legal name, RUT and full address. A receiving employee or third-party warehouse is not automatically authorised to declare the shipment or pay charges. Ask whether an agente de aduanas is needed and who will respond to customs or product-agency questions.
If the Australian seller intends to pay destination duties or act beyond a normal exporter role, obtain Chilean customs and tax advice before offering that arrangement. The transport booking cannot create a local importer registration.
Classify first, then choose the agreement
The importer should confirm Chile’s tariff code using the product’s composition, manufacture, function and use. The code determines the ordinary duty treatment and the product-specific origin rule under the chosen agreement.
Australia’s DFAT states that the bilateral agreement’s origin certificate should identify the exporter, consignee, package marks and counts, detailed goods and their relationship to the HS description. For some goods, CPTPP may provide an alternative pathway. Compare the current tariff outcome and evidence requirements rather than adding both agreements to an invoice without analysis.
Australian dispatch is not Australian origin
A product made entirely in Australia may be straightforward, but goods assembled here from imported inputs can require a tariff change, regional-value calculation or another specific test. Items manufactured elsewhere and merely stored or repacked in Australia normally do not become Australian-origin.
Keep supplier declarations, bills of materials and production records that support the claim. If origin cannot be substantiated, the importer should use the applicable non-preferential treatment rather than risking a false declaration.
Prepare the commercial invoice and packing list
Show the seller, buyer, consignee and importer; invoice number and date; currency; Incoterm; detailed goods; quantity; unit and total value; country of origin; and confirmed tariff code. Describe no-charge samples, repairs, temporary exports and replacements accurately and provide a reasonable customs value.
The packing list should identify each handling unit, gross and net weight and contents. Use plain descriptions that can be translated into Spanish without ambiguity. “Industrial stainless-steel valve for a food-processing line” is stronger than “machine component”.
Allow for IVA and product-specific charges
Chile’s Servicio de Impuestos Internos confirms a general IVA rate of 19%. Customs duty can depend on classification and origin, and special or additional taxes can apply to certain products. The 19% figure should not be added only to the invoice total without confirming the customs valuation and duty base.
Ask the importer or agent for a landed-cost calculation. Separate freight, duty, IVA, brokerage, inspections, storage and local delivery unless the quotation expressly includes them.
Review controlled goods
Plants, seeds, food and animal products can involve Chile’s SAG. Medicines, cosmetics and health-related goods can involve the ISP. Electrical products may require SEC review, while radio and telecommunications equipment can involve SUBTEL. Other ministries can control chemicals, weapons, used goods or environmental products.
Product approval and carrier acceptance are separate. Batteries, aerosols and chemicals need transport classification even if Chilean import permission has been obtained.
Price Chile’s long geography
Santiago is the main commercial and air-freight centre, while Valparaíso and San Antonio serve important maritime flows. Final delivery to Concepción, Antofagasta, mining areas or far-southern locations such as Punta Arenas can add substantial domestic distance and different service constraints.
Provide the region, comuna, street, number, office or unit, postcode and a local telephone number. For a mine or industrial project, include site access, appointment, identification, safety and unloading requirements.

- dangerous-goods documents where relevant;
- payer for duty, IVA and clearance; and
- final delivery access and deadline.
