Identify the Singapore importer

For business freight, confirm which Singapore entity is the importer and whether it or its declaring agent will obtain the relevant customs permit. The company named as consignee on the commercial invoice may be treated as the importer when it is bringing the goods in for its own account or use.

For consumer and low-value ecommerce orders, tax collection can depend on the sale and vendor arrangement. Do not assume that a small parcel escapes GST or that the courier rate includes it. The seller and receiver should understand who accounts for tax.

GST and dutiable goods

Singapore Customs states that imported goods are subject to GST unless exempt. Most goods are non-dutiable but still incur GST. Liquor, tobacco, motor vehicles and petroleum products are the principal dutiable categories and can attract both duty and GST.

The taxable basis and payment method depend on the transaction and permit. Agree whether duties and taxes are prepaid by an eligible service or collected from the importer. “Door to door” alone does not answer that question.

Customs permits and controlled products

Commercial importers generally need the appropriate customs permit before importation. Products controlled by another competent authority require that authority’s approval. Singapore Customs provides an HS and product-code checker to identify the responsible agency.

Food, supplements, medicines, medical devices, telecommunications equipment, chemicals and some consumer products can be controlled. Obtain the permit or written confirmation before uplift rather than allowing the shipment to be detained on arrival.

Use the complete six-digit postcode address

Provide recipient or company, block or building number, street, floor and unit, building name where relevant and the six-digit Singapore postcode. Add a local mobile number and monitored email.

Office towers, malls and hospitals may require loading-bay bookings or security access. Industrial sites in Jurong, Tuas or airport logistics areas can have gate, dock and operating-hour instructions. Standard courier delivery does not include internal distribution through a complex.

Distinguish local delivery from free-trade-zone handling

Singapore cargo can enter a free-trade zone before local import, transshipment or warehousing. Tax can be suspended while qualifying goods remain under the relevant customs arrangement, but local consumption creates a different outcome. Tell the declaring agent whether the goods are entering Singapore for use, storage or onward movement.

Commercial invoice requirements

Describe every product by material, function, brand or model, quantity and value. State currency, country of origin, HS code where confirmed and reason for export. Separate product lines when they have different classifications or controls.

A no-charge sample still needs a defensible customs value. If goods are sold more than once before arrival, the importer should confirm which transaction value is relevant for GST and declaration.

Different express carriers can suit different carton sizes, pickup locations and business deadlines. Compare chargeable weight, per-piece restrictions, collection cut-off, estimated transit, customs process and tracking—not only the visible quote.

For ecommerce, also consider how returns, receiver tax communication and delivery attempts will be handled. A cheap outbound label can become expensive when an address lacks a unit or the buyer refuses an import charge.

When air freight makes sense

Larger cartons, consolidated commercial loads and pallets may be assessed as air freight. Define airport handling, declaring agent, permit, final transport and unloading. Singapore’s cargo infrastructure is efficient, but that does not make airport-to-airport cargo a delivered service.

Prepare pallets for mechanical handling and confirm destination dock or forklift availability. Oversized, non-stackable and dangerous goods need manual assessment.
