Practical
freight guide
A shipment reaching Manila has not necessarily reached the receiver. The Philippines spans Luzon, Visayas and Mindanao with thousands of islands and highly varied final-mile access. The complete province, city or municipality and barangay should be known before an air service is selected.
Clever Couriers compares eligible international courier and air-freight options for Australian businesses sending cartons, samples, spare parts and commercial goods to the Philippines. The quote depends on the final address, package profile, commodity, value and importer requirements.
Build the address for Philippine delivery
Provide recipient or company, house or unit, building, street, subdivision or sitio where relevant, barangay, city or municipality, province and four-digit postcode. Add an active Philippine mobile number and email.
Metro Manila addresses should include the specific city and barangay, not only “Manila”. Provincial and island addresses should identify the municipality and province even when a familiar island name is used. Ask the receiver to confirm the address in the form local couriers recognise.
Separate the international and domestic legs
Air cargo commonly enters through a major gateway before joining a local courier or cargo network. Delivery across Luzon may use road linehaul, while Visayas and Mindanao destinations can add another air, ferry or island connection.
Confirm whether the quoted service includes final street delivery, delivery to a provincial branch or receiver collection. Weather, ferry schedules, peak periods and hard-to-reach areas can extend the domestic leg.
Understand the PHP 10,000 threshold carefully
Philippine Bureau of Customs guidance states that goods with an FOB or FCA value of PHP 10,000 or less are not collected for duties and taxes under the de minimis rule. This does not make prohibited or regulated goods admissible, and it does not permit undervaluation.
Goods above the threshold can attract duty and tax according to classification and value. Commercial quantities and formal entries follow additional procedures. Verify the current rule and exchange treatment when quoting.
Commercial importer requirements
Businesses intending to import commercially may need Bureau of Customs accreditation as a regular or non-regular importer. Establish the importer before uplift, particularly for stock, repeated ecommerce consignments, machinery or regulated products.
The importer or broker should confirm whether the goods use informal or formal entry and which permits are needed. A freight booking cannot create importer accreditation after the shipment has arrived.
Regulated agencies matter by product
The Bureau of Customs identifies regulated goods that require approval from agencies such as the Food and Drug Administration, Bureau of Plant Industry, Bureau of Animal Industry, Bureau of Philippine Standards and National Telecommunications Commission.
Food, supplements, cosmetics, drugs, medical devices, plants, animal products, electrical appliances and radio equipment should be checked before dispatch. Provide ingredients, specifications, model numbers, quantity and intended use to the importer.
Balikbayan boxes are not ordinary commercial freight
Philippine law provides particular privileges and conditions for qualifying balikbayan boxes sent by eligible overseas Filipinos. Those rules concern personal and household effects, value limits, frequency and non-commercial use.
Do not describe business stock as a balikbayan box or assume a general courier consignment receives the same treatment. Clever Couriers quotes should use the true commercial or personal purpose.
Pack for air and island transfer
Use strong cartons, internal restraint and moisture-resistant outer protection. Tropical weather, warehouse handling and domestic transfer can expose weak packaging. Label every piece and keep the receiver’s phone visible.
Declare lithium batteries, aerosols, perfumes and chemicals. For guitars, machinery or fragile products, use item-specific protection and consider a crate rather than relying on a flat-rate box description.
Courier, consolidated air cargo or commercial air freight
Express courier can suit urgent compatible cartons. Consolidated air cargo may use scheduled uplift and a domestic partner, while commercial air freight can suit larger or broker-managed cargo. Compare the actual pickup, cut-off, customs, domestic handover and delivery scope.
Pallets and heavy freight need destination unloading arrangements. Many residential or island receivers cannot accept a standard commercial pallet without a depot or specialist local vehicle.

Set expectations beyond Manila arrival
Tracking can show arrival or customs release before the goods join the provincial delivery network. Keep the consignee available for tax, permit and local-driver contact. Do not promise the international transit estimate as an island delivery date.
Clever Couriers can compare eligible services and support booking and tracking. Philippine Customs and relevant agencies control entry. FreightSafe is limited protection only and is not comprehensive transit insurance.
