Prepare Fiji’s SAD Before the Freight Reaches the Island

Confirm the importer, TIN and licensed agent

Obtain the Fijian entity’s exact registered name, Taxpayer Identification Number, physical address and nominated customs agent. FRCS’s current commercial-cargo notice directs commercial shipments through formal clearance by a licensed agent, including temporary and privileged imports that need advance coordination.

A resort, school, event venue, construction site or warehouse can be the delivery point without being the responsible importer. Establish who owns the customs entry, pays the assessment and can answer permit questions before the goods are collected in Australia.

Lodge the Single Administrative Document electronically

The SAD is Fiji’s import declaration and contains product description, tariff classification, value, origin, destination and other transaction details. FRCS states that entries are submitted electronically through ASYCUDA World. The importer remains responsible for accuracy even when an agent prepares the entry.

Give the agent final commercial documents early enough to identify a missing licence or valuation issue. Late changes to quantity, value, package count or product description may require the declaration and supporting file to be amended.

Use Fiji’s current 12.5% VAT rate

Older freight pages still describe Fiji’s standard VAT as 15%. FRCS reduced the rate to 12.5% from 1 August 2025. Zero-rated items remain subject to their specific treatment, so the importer should confirm the rate for the actual tariff line rather than copying an old generic figure.

Customs value for duty is generally based on CIF—cost, insurance and freight. Fiscal duty and import excise can apply depending on classification, and VAT is calculated using a value that includes the value for duty plus applicable fiscal duty and import excise. Brokerage, permits, treatment, storage and domestic delivery sit outside that tax calculation.

Classify the goods before the quote becomes a landed-cost promise

Provide the importer or agent with the product’s material, function, model, specifications and intended use. “Ten brass isolation valves for a commercial water system” supports tariff classification better than “plumbing supplies”.

The tariff code determines fiscal duty, import excise, VAT treatment and agency controls. Ask the agent for a current landed-cost estimate and distinguish it from Clever Couriers’ transport charge. Do not declare business stock as a gift or divide one order to pursue a concession.

Check Biosecurity Authority requirements before dispatch

The Biosecurity Authority of Fiji operates an online system for checking import requirements and applying for permits. Plants, seeds, food, animal products and other biological risk goods can require an import permit, phytosanitary or health certificate, invoice, packing list and transport document.

BAF advises that requirements depend on the product and origin, and imported goods can be inspected on arrival. Submit the application early enough for assessment. Clean used equipment and ensure it is free from soil, plant matter and pests.

Check pallets and restricted freight separately

Use clean, sound pallets or crates and confirm the current treatment and marking requirements for solid wood. Keep the load inside the base, restrain it securely and state whether it is stackable. Measure the completed unit including wrapping and protection.

Batteries, aerosols, chemicals, perfumes, fuel-powered equipment and other dangerous goods require carrier assessment even if Fiji permits the import. Conversely, transport acceptance does not replace a health, agriculture, communications or standards approval.

Price the final island and locality

Nadi is Fiji’s principal international air gateway, while Suva is the capital and a major commercial centre. Lautoka and other Viti Levu destinations need their own delivery plan. Freight for Vanua Levu, Taveuni, Rotuma or another outer island requires an additional domestic connection and may not be available under every courier service.

Provide the island, division, town or settlement, road, building or lot, nearby landmark and a working Fiji telephone number. For resorts and project sites, confirm wharf or airport handover, security, appointments and unloading equipment.
