Canada’s commercial import process now centres on CARM, the CBSA Assessment and Revenue Management system. A courier can move a carton quickly across the Pacific, but the receiver still needs the right business and importer accounts to account for duties and taxes.

Confirm the BN9 and RM account

The Canada Border Services Agency states that a business importing commercial goods needs an import-export program account. It first needs a nine-digit business number, known as a BN9, and enrols in the Importer Program to obtain an RM account such as RM0001.

CARM is the official system of record for duties and taxes on commercial imports. Ask the receiver whether its business is registered in the CARM Client Portal and whether it has delegated authority to a customs broker. A broker does not replace the importer’s underlying responsibilities.

Decide how goods will be released

Canadian importers that want release before payment generally need their own financial security under the Release Prior to Payment program. The importer should discuss its setup with CBSA or its broker before time-sensitive stock is sent.

A delivery warehouse or purchasing employee may not control the CARM account. Record a finance or customs contact who can authorise the declaration, respond to CBSA and pay assessed amounts.

Classify and value the shipment

Canada builds a ten-digit tariff classification from the common six-digit Harmonized System. The importer or broker should confirm the Canadian code using material, function, manufacture and intended use. Do not assume the US ten-digit HTS number is interchangeable.

The commercial invoice should identify seller, buyer, consignee and importer where different. List detailed goods, quantities, unit and total values, currency, origin and reason for export. Samples and warranty replacements still require defensible customs values.

Allow for GST, duty and other measures

CBSA states that 5% GST is payable on most goods at import, although specified imports can be non-taxable. Customs duty depends on the classification, origin and applicable treatment. Excise, surtax or other measures can apply to particular goods.

The importer should confirm the value for duty, exchange rate and expected assessment. Freight price, customs duty, GST, broker charges and final delivery are separate unless the quotation expressly combines them.

Use CPTPP origin correctly

Australia and Canada are parties to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Preferential duty may be available when the goods satisfy the product-specific origin rule and acceptable origin certification is held.

Goods do not qualify simply because they are sold by an Australian company. Establish where they were manufactured and whether non-originating materials meet the applicable rule. Keep supplier and production records that support the claim.

Check CFIA and other product rules

Food, plants, seeds, animals, animal products and wood can be regulated by the Canadian Food Inspection Agency. CFIA’s Automated Import Reference System is used to check commodity-specific permits, licences, certificates and conditions.

Health products, cosmetics, telecommunications equipment and other regulated goods can involve additional Canadian authorities. English and French labelling can be required for products sold in Canada. The importer should review packaging and market requirements before the exporter prints a production run.

Plan for a continental final mile

Vancouver, Toronto, Montreal and Calgary are major gateways or business centres, but Canada’s geography creates substantial inland distances. Atlantic provinces, islands, northern communities and rural locations can require handovers, limited schedules or special service checks.

Provide the six-character postal code in the correct letter-number format, street, unit, municipality and province abbreviation. Add a Canadian telephone number and delivery contact. For pallets, confirm the receiver has a dock or forklift.

Package for climate and transfers

Canadian temperature conditions vary dramatically by season and region. Ordinary courier and air freight do not automatically provide freeze protection, refrigeration or heated storage. Disclose the validated range for food, liquids, adhesives, medical products and other sensitive goods.

Solid-wood pallets and bracing entering from outside the continental United States generally need compliant treatment and marking. Use sound packaging that can withstand terminal handling, domestic linehaul and possible customs inspection.
